North Korean postwar planning

After the Korean War, North Korea combined state industry, cooperative agriculture and national production and investment plans in reconstruction. Heavy-industry priorities and mass mobilization operated alongside an official commitment to agriculture and light industry.

Soviet and Chinese assistance mattered for rebuilding and equipment supply. Juche’s emphasis on self-reliance did not mean an absence of external economic relations. Extended plan periods and revised targets reflected changing aid, military expenditure and supply imbalances.

Official targets, reported results and outside estimates are distinct. Different valuation methods and limited data disclosure complicate direct income comparisons with South Korea. Food supply and consumer distribution are also necessary to assess living conditions.
