Временное Всероссийское правительство (Уфимская директория) · 1918.09.23–11.18

Provisional All-Russian Government

전러시아 임시정부

The government in the form of a five-man Directory set up on 23 September 1918 at the Ufa State Conference as a compromise between Komuch, the Provisional Siberian Government and the other anti-Bolshevik forces of the east. It is usually called the Ufa Directory. It declared itself the only bearer of supreme power in Russia until the Constituent Assembly met again, but it fell in the Omsk coup of 18 November and Kolchak became Supreme Ruler.

In depth

The State Conference held in Ufa on 8–23 September brought together 170 delegates. Radicals wanted the new government to answer to the original Constituent Assembly and conservatives wanted an authoritarian government free of outside control; the compromise was a five-man Directory chaired by Avksentiev, with the Assembly to resume if 250 deputies gathered by 1 January 1919 or 170 by 1 February. The government abolished the sovereignty of the regional governments in favour of "broad autonomy", refused to recognise the Brest treaty and declared the war against Germany continued. Moving to Omsk on 9 October ahead of the Red advance, it had no administration of its own and relied on the institutions of the Provisional Siberian Government, and on 4 November it set up a Council of Ministers under Vologodsky. On the night of 17 November Krasilnikov's Cossacks arrested Avksentiev and Zenzinov, and the next day the Council of Ministers handed supreme power to the war minister, Kolchak. According to the Russian source the government saw itself as a new composition of the Russian Provisional Government interrupted by the October Revolution.
