Export promotion and restrictions on food, energy and equipment imports burdened households and industrial maintenance. In 1989 the regime declared repayment complete and adopted a prohibition on new foreign borrowing.
A lower debt balance did not itself demonstrate improved living standards or technological strength. Distribution of the costs and delayed renewal of equipment are essential to evaluating this pursuit of external autonomy through domestic austerity.
