The central command of the Lithuanian armed resistance (LLKS), founded by the partisan commanders in the village of Minaičiai in February 1949. Chaired by Jonas Žemaitis, it proclaimed itself the supreme political and military authority in Lithuania on 16 February but was suppressed by the Soviet security agencies by 1953.

Its Lithuanian name is Lietuvos laisvės kovos sąjūdis, also translated as the Movement of the Struggle for the Freedom of Lithuania. At the first all-Lithuanian meeting of partisan commanders in February 1949, held in the bunker of the commander of the Prisikėlimas district, its name, leadership, programme, statute and insignia were adopted and a press organ founded. It embraced the Dainava, Tauras, Vytis, Kęstutis and other partisan districts.
The declaration adopted on 16 February, the 31st anniversary of the 1918 Act of Independence, stated that the restored Lithuania should be a democratic state granting equal rights to every citizen and declared the Communist Party a criminal organisation. Its chairman Žemaitis was arrested in 1953 and executed in 1954, and Adolfas Ramanauskas, who took over in 1952, ordered an end to armed struggle. After independence was restored the Lithuanian parliament recognised the declaration as an official act.
