Defence-industry manager who became Minister of General Machine Building and briefly led the Soviet government in August 1991
Born in 1935 in Donetsk Oblast, he graduated in mechanics from Dnipropetrovsk State University in 1958. He worked at a design bureau and plants in Zlatoust, directed the Ust-Katav Wagon Works in 1967–1976 and, in 1976–1983, the Zlatoust Machine-Building Plant, which built submarine-launched ballistic missiles. After serving as deputy minister from 1983 and first deputy minister from 1987, he was Minister of General Machine Building from March 1988 to June 1989. In 1989 he became deputy chairman of the Council of Ministers and chairman of the State Commission for Emergencies, and in January 1991 First Deputy Prime Minister. During 19–22 August 1991, while Valentin Pavlov was ill, he was given general direction of the Cabinet of Ministers.
