Parade of Sovereignties

The process by which Soviet republics and autonomous units adopted declarations of state sovereignty from 1988 to 1991. Estonia issued the first declaration in November 1988; by 1990, all 15 union republics had adopted one, joined by autonomous republics within the RSFSR. Each declaration asserted the priority of republican law over union law, triggering a 'War of Laws' between the center and the republics that dismantled the legal and political unity of the USSR and paved the road to dissolution.
