Super-Corporate Union
초기업노조
A trade union organizational form that spans multiple affiliates or workplaces beyond a single company or establishment. In South Korea, super-corporate unions emerged in earnest after the 2011 legalization of multiple unions per workplace. Unlike industrial unions, which cover an entire sector, a super-corporate union organizes horizontally across the affiliates of a specific chaebol group. As an intermediate form that overcomes the limitations of enterprise unions, it enables coordinated strikes and joint bargaining across affiliates, serving as a strategic countermeasure to the chaebol's divide-and-rule approach to labor control.

Legal and institutional background
On July 1, 2011, the amended Trade Union and Labor Relations Adjustment Act (노조법) legalized multiple unions at a single workplace, and alongside it, the formation of unions at the super-corporate level became possible. These unions can be organized along industrial, regional, occupational, or chaebol-group affiliate lines, a departure from South Korea's traditional enterprise-union system.
The Samsung super-corporate union
The Samsung Group Super-Corporate Union, launched on February 19, 2024, is the emblematic case. An independent union unaffiliated with either national federation (FKTU or KCTU), it operates branches at five affiliates: Samsung Electronics, Samsung Biologics, Samsung Display, Samsung Fire & Marine Insurance, and Samsung Electro-Mechanics. As of May 2026, four branches have achieved majority-union status. The coordinated strike sequence, Samsung Biologics (May 1–5) followed by Samsung Electronics (May 21–June 7), demonstrated the strategic potential of the super-corporate form.
Strategic significance
The super-corporate union is labor's organizational response to the chaebol's affiliate-level wage-control system (e.g., Samsung's Business Support TF, which coordinates group-wide wage policy). Since individual affiliate unions bargaining in isolation cannot crack the group headquarters' control, labor must confront it with an organization that spans the entire group. This represents a structural challenge to the labor-control mechanisms of Korean chaebol capitalism.
