Stalin's Special Sector: Nerve Center of the Party

Poskrebyshev's most important office was that of Chief of the Special Sector of the Central Committee (Особый сектор ЦК), which he led for 22 years from 1930 to 1952. Originally the Secret Department, it was reorganized into the Special Sector in 1934 with greatly expanded scope and authority. Its core mission was managing the document flow of the Politburo, Secretariat, and Orgburo and overseeing the implementation of their decisions. Its organizational structure included the Chancelleries of the Politburo, Secretariat, and Orgburo, plus the Encryption Bureau, Archive, and Registration Office, employing over 100 staff.

The Special Sector controlled the circulation of all secret documents of the Party and state, especially "special files": the highest classification. It prepared agenda materials for Politburo sessions, drafted resolutions, and virtually all information bound for Stalin passed through Poskrebyshev's hands for filtering. Even the job duties of staff members were kept secret from their own families, and any leak of classified information triggered punishment without civil trial. In collaboration with the GPU and NKVD, the Special Sector investigated violations of secret document handling, developed encryption protocols, and served as the backbone of the Party's internal security communications. From 1935, Poskrebyshev also served as Stalin's personal chancellery chief and reportedly held a rubber stamp that could affix Stalin's signature to documents.

During the war, the Special Sector prepared documents for the Tehran, Yalta, and Potsdam conferences and supported military operations planning, serving as the point of contact between Stalin and generals such as Georgy Zhukov. The Special Sector was not merely a secretarial office: it was the operational nerve center where information and decision-making converged in the hyper-centralized Soviet system.
