Rouen cotton manufacturer who as Thiers's finance minister negotiated the Treaty of Frankfurt and raised the indemnity loan

Born at Étoutteville in 1820, the son of a spinner, he attended the École polytechnique. He founded a cotton cloth factory in Rouen, bought a flax and hemp mill in 1859, and in 1862 helped create and chaired a company to grow cotton in Algeria. Elected deputy with government support in 1857, he sat with the right until 1869. Appointed minister of finance on 25 February 1871, he took part as plenipotentiary in negotiating the Treaty of Frankfurt, proposed new taxes and successfully issued the loan for the early liberation of the territory. In April 1872 he resigned after defending fictitious payment orders in the embezzlement case of an imperial prefect. He helped bring down Thiers in 1873 and was senator for the Seine-Inférieure from 1876 until his death.
