Brezhnev's 18-year steward of the party treasury and 'party gold'
Weeks after the failed August 1991 coup, the 80-year-old Pavlov stepped off the balcony of his apartment on Moscow's Granatny Lane.
Georgy Pavlov was Administrator of Affairs of the CPSU Central Committee from 1965 to 1983, overseeing the party apparatus's material and administrative base for eighteen years. A Dniprodzerzhynsk Metallurgical Institute classmate of Brezhnev, he rose to first secretary of the Mari ASSR and headed a Party-State Control Committee department before Brezhnev made him Administrator upon taking power. He controlled party finances, construction, publishing and sanatoria, earning Hero of Socialist Labour in 1980. Weeks after the failed August 1991 coup, the 80-year-old Pavlov fell to his death from his Moscow balcony; his successor Nikolay Kruchina had died the same way a month earlier, leaving the 'party gold' unaccounted for.

Party finances and the expansion of the administrative base
Appointed Administrator of Affairs of the CPSU Central Committee in 1965, Pavlov took charge of the apparatus managing party finances and property. In an eight-page report to the Central Committee dated 5 March 1974, he tallied party-budget revenue as rising from 448 million rubles in 1965 to 900 million in 1973, while expenditure rose from 487 million to 853 million. Membership dues and publishing were major sources of income; he reported that from 1970 the party had operated without an 80-million-ruble subsidy from the state budget.
The report quantified how the expanded finances were used for party staff and infrastructure. Between 1965 and 1973, administrative buildings were erected for the Central Committee of the Communist Party of Estonia, 30 regional committees, 259 city committees and 1,448 district committees; 69 political-education houses and 43 party archives were also built. In the same period, 63,000 apartments for local party organizations and their institutions, and 3,714 apartments for staff of the Central Committee and central party institutions, were completed. In 1973, local party bodies had 10,000 passenger cars with drivers, another 1,700 cars without drivers, 700 trucks and 290 buses. The Administrator's garage separately held 280 passenger cars, 60 trucks and 35 buses.
Pavlov also expanded the facilities for party officials' rest and treatment. According to his report, the Administrator's office operated 15 sanatoria, five rest homes and one boarding-style holiday facility, with a combined capacity of about 5,000 people. Party funds thus supported not only organizational operations but also buildings, housing, transport and welfare facilities; Pavlov's office underpinned the material base of central and local party bodies through budgetary and property allocation.
