Narodnik veteran who gave his name to the Tchaikovsky Circle and in 1918 headed the Northern Region government at Allied-held Arkhangelsk
Born into a Vyatka noble family, as a St Petersburg student he joined the Tchaikovsky Circle that laid the ground for the Narodnik movement, and after a commune experiment in Kansas and exile in London he joined the Socialist Revolutionaries in 1904. In 1917 he sat in the Petrograd Soviet, the central committee of the Labour Popular Socialist Party and the Constituent Assembly, and after October co-founded the Union for the Regeneration of Russia. With the Allied landing at Arkhangelsk on 2 August 1918 he became president of the Supreme Administration of the Northern Region, and after a brief kidnapping by monarchist officers led its Provisional Government from September. Soon edged out by Miller's military regime, he represented the region in Paris, served as a minister without portfolio under Denikin in 1920 and died in exile.
