Beiyang general who demanded a constitution at Luanzhou, premier in 1923 urging peaceful unification

Born in Dacheng, Zhili, in 1879, he studied at the Beiyang Military Academy and the Imperial Japanese Army Academy. In 1911, as commander of the 20th Division, he staged the Luanzhou remonstrance demanding a constitution. As military governor of Suiyuan he convened the princes of western Inner Mongolia and kept them loyal to Yuan Shikai, and in 1917 he was among the first to fight Zhang Xun's restoration. War minister in several cabinets from 1922, he became Li Yuanhong's premier in January 1923. His call to bring Sun Yat-sen to Beijing and unify the country by negotiation set him against Cao Kun and Wu Peifu, and he left office in June when the Zhili clique drove out Li. In 1928 he was assassinated in Tianjin, reportedly on Zhang Zuolin's orders for his contacts with Feng Yuxiang and the Kuomintang.
