After taking power in 1978, Afghanistan’s PDPA pursued rural debt and land reform to gain peasant support. Redistribution encountered existing credit, irrigation and power relationships as well as limited administrative capacity.

Rapid reform under Taraki unfolded amid resistance, repression, party conflict and war. Karmal’s leadership subsequently modified implementation. Legal distribution targets were distinct from cultivability and acceptance by farmers.

A contemporary record from 1982 notes differences between government wheat-output claims and FAO forecasts alongside acknowledged shortages. Wartime statistical uncertainty and limited territorial control matter: Soviet support and intervention did not ensure uniform nationwide planning.
