Mozambique expanded state economic activity after independence in 1975; FRELIMO formally adopted Marxism-Leninism and planning in 1977. State enterprises, farms and rural reorganization formed part of its strategy.

Civil war, skilled emigration and limited administrative capacity weakened production and distribution. Chissano’s government introduced the Economic Rehabilitation Program in 1987, adjusting prices, exchange rates and public enterprises with IMF and World Bank support. Political transition and the 1992 peace agreement followed.

An IMF assessment in 1998 reported average annual real GDP growth of 6.8% during 1987–1997. This period includes recovery from a low wartime base and the effects of peace, so the figure cannot identify reform’s isolated causal effect.
