The principle that the nation is the legitimate source of state authority. The location of sovereignty must be distinguished from the institutions exercising it.

In the French Constitution of 1791, the Nation was represented by the legislature and the king. The historical distinction between national and popular sovereignty concerns representation and participation, but Korean translations do not always preserve that distinction. The original wording and institutional provisions must be read together.
