The last three national governments of the Weimar Republic, 1930–1933, under Heinrich Brüning (Centre), Franz von Papen and Kurt von Schleicher (both without party). They governed not on a parliamentary majority but on the President’s confidence and his emergency decrees under Article 48 of the constitution.

In depth

Brüning ruled by emergency decree with the toleration of the Social Democrats, imposing deflation; Papen and Schleicher had almost no parliamentary support and depended on the circle around the President. As rule that bypassed the Reichstag became routine, the decision to appoint Hitler chancellor in January 1933 was likewise taken by a small group around Hindenburg.
