Supreme Ruler of Russia

The head of state position established by the White movement during the Russian Civil War through the November 18, 1918 Omsk coup. The Council of Ministers, having overthrown the Ufa Directory (Provisional All-Russian Government), adopted the title to concentrate military and civil authority in a single person; under the 'Constitution of November 18,' the Supreme Ruler held legislative veto power and supreme military command. Admiral Kolchak was the sole formal officeholder; he transferred authority to Denikin in January 1920, but Denikin refused the title. The office was formally extinguished in April 1920 when Wrangel adopted the title 'Ruler of the South of Russia.'
