Treaty system between Soviet republics (1920–21)
1920-21년 소비에트 공화국 간 조약 체계
A series of bilateral military and economic alliance treaties signed between the Russian Soviet Federative Socialist Republic (RSFSR) and the Soviet republics of Azerbaijan, Ukraine, and Belarus from September 1920 to January 1921. The treaties unified key administrative sectors (military command, economic planning, finance, transport, and labour) under RSFSR-led joint commissariats, creating a de facto unitary governance structure. This 'treaty federalism' served as the direct institutional precedent for the formation of the Union of Soviet Socialist Republics (USSR) in December 1922: a transitional architecture that formally recognised republican sovereignty while consolidating real authority in Moscow.
