Founder of Soviet naval strategic rocketry, the man the CIA called 'the Ural Dragon'

In 1955, Korolev offered the 30-year-old Makeyev a post as deputy chief designer of the Urals branch. Makeyev replied: "I'll go to the Urals only as a chief designer. I won't go as a deputy." Korolev was stunned by the audacity — but appointed him chief designer of SKB-385.

A draftsman at an aviation plant who caught Korolev's eye and became chief designer of SKB-385 at 31. Over three decades leading a single design bureau, he developed three generations of submarine-launched ballistic missiles, achieving underwater launch, factory fueling, intercontinental range, and MIRV capability in succession, completing the strategic balance of Cold War naval nuclear deterrence. Western intelligence, ignorant of his identity, called him 'the Ural Dragon'; his R-17 became globally known under its NATO code name: Scud.

Completing the Nuclear Triad and Strategic Parity

Makeyev's three generations of SLBMs transformed the most vulnerable leg of the Soviet nuclear triad into its most survivable deterrent. In the late 1950s the Soviet Navy's R-11FM and R-13 could launch only from the surface with ranges of just 150–650 km, far behind the US Navy's Polaris A1, which already offered underwater launch and 2,200 km range. Makeyev closed the gap step by step: the world's first underwater-launched SLBM, the R-21 (1963, 1,420 km), achieved the breakthrough; the factory-fueled R-27 (1968, 2,400 km) became the most widely deployed Soviet SLBM; and the first naval intercontinental missile, the R-29 (1974, 7,800 km), enabled Soviet submarines to strike the US mainland from home waters. The MIRV-equipped R-29R (1977) and solid-fuel R-39 (1983) extended this evolution, which contributed decisively to the Soviet Union achieving strategic parity with the United States by the mid-1970s. Makeyev's rockets constituted virtually the entirety of Soviet naval strategic nuclear forces, and his design bureau continues to supply the core of Russia's sea-based deterrent to this day.

School of Naval Rocket Design and Technical Leadership

Over 30 years, Makeyev's SKB-385 grew into an independent school of naval strategic rocket design. His team achieved world-first technical breakthroughs: a 'submerged engine' layout placing motors inside propellant tanks to maximize volumetric efficiency; the first use of astro-radio correction on combat ballistic missiles for in-flight trajectory adjustment; and elastomeric belt-type shock absorbers inside launch tubes. The most consequential decision was factory fueling with permanent ampulization of tanks, eliminating the hazardous onboard fueling process by submarine crews and dramatically cutting launch preparation time. This choice made the R-27 the most widely deployed Soviet SLBM. Makeyev also chaired the USSR Academy of Sciences council on thin-walled composite shell mechanics; the Academy recognized the resulting work as one of the most important achievements in mechanics for 1981–85. His design bureau continues today as the Makeyev State Rocket Center, the heart of Russia's naval strategic missile force.
