From the Estonian word for 'tacking', a sailboat's zigzag navigation against the wind, laveerimine describes the pragmatic balancing policy practiced by Johannes Käbin during his 28-year rule of Soviet Estonia (1950–1978). It steered a middle course between Moscow's central demands and Estonian national interests, preserving maximal autonomy for the republic. The policy foundered in the late 1970s when Brezhnev's intensified Russification campaign clashed with it, ending with Käbin's removal in 1978.

Word and usage
The Estonian verb laveerima means to tack, to move in zigzags while avoiding obstacles, and figuratively "to dodge a firm commitment or decision, to be neither consistent nor straightforward" (P205). In accounts of the Estonian SSR, the noun is the established label for the way Johannes Käbin governed as First Secretary from 1950 to 1978. Eesti entsüklopeedia (1990) states that throughout his time in power, 1950-1978, Käbin pursued a "moderate tacking policy" (mõõdukat laveerimispoliitikat) (P146).
Why the balancing was needed
After the 1940 Soviet occupation and annexation, the Estonian SSR was a union republic without armed forces of its own (P76, P143); its cadres and decisions moved inside a framework set in Moscow. Käbin himself had grown up in Russia and was sent to the republic only in 1941. At the same time, governing the territory required local elites and institutions, so the room for manoeuvre lay in carrying out the centre's demands while protecting, within those limits, the republic's resources and culture (P165).
The cost of manoeuvring
Laveerimine was managed concession, not resistance, and the republic's structural problems and repression continued under Käbin. The late-1960s crackdown on student and Komsomol opposition, the 1975 closure of the university's sociology laboratory and the measures around the 1980 "Letter of 40" all fell in his tenure. Estonian historiography therefore treats laveerimine as a pragmatic course that combined holding office with cultural buffering, not as proof of national commitment.
