Laveerimine
에스토니아어로 '범주'(帆走), 즉 돛배가 바람을 이용해 지그재그로 나아가듯 정치적 균형을 잡는 기술을 뜻한다. 에스토니아 소비에트 사회주의 공화국에서 요한네스 캐빈이 28년간 구사한 통치 방식으로, 모스크바 중앙의 요구와 에스토니아 민족 이익 사이를 절충하며 공화국에 최대한의 자율 공간을 확보하는 실용적 노선이었다. 1970년대 후반 브레즈네프의 러시아화 강화 정책과 충돌하며 좌초되었고, 캐빈의 해임과 함께 막을 내렸다.
