Siad Barre’s government proclaimed scientific socialism in 1970 and expanded control of banking, insurance and major industries. Cooperatives, literacy campaigns and settlement projects sought social and economic transformation.

The nationalized modern sector was only part of the economy. Much livestock remained privately owned. Farming and fishing settlements for drought-displaced people faced practical constraints and differences in livelihoods.

The Ogaden War and break with the USSR changed aid and security relationships. Ideological declarations, actual ownership and foreign alliances did not change on identical schedules. State objectives must be distinguished from pastoralists’ and farmers’ access to land, animals and markets.
