스탈린 시대 소련의 국가 선전 속에서 부활한 반유대주의 음모론으로, 『시온 장로 의정서』의 세계적 유대인 음모 서사를 '반제국주의'와 '반시온주의'라는 관영 언어로 번안한 것이다. 유대인(시온주의자)을 미국 제국주의의 첩보원이자 '국제 유대인 부르주아 조직'(조인트)의 공작원으로 그렸으며, 1953년 의사들의 음모에서 '조인트-시온주의자'라는 혐의로 정점에 달했다. 흐루쇼프 해빙기 이후에도 시온주의를 파시즘·인종차별과 동일시하는 후기 형태로 이어졌고, 1975년 유엔 결의 3379호의 이론적 배경이 되었다.
