From trace elements to federal politics: a Latvian agrochemist who chaired the Soviet of Nationalities
During the 1959 purge of Latvian national communists, Vilis Lācis backed Eduards Berklavs as his successor — but Moscow chose Peive instead. Appointed to break Latvia's autonomous line, he left the republic for good and spent the rest of his career as a science administrator in Moscow.
Born to Latvian peasant farmers, Peive was an agrochemist who pioneered research on trace elements in plant nutrition. After serving as rector of the Latvian Agricultural Academy and president of the Latvian Academy of Sciences, he simultaneously chaired the Soviet of Nationalities and the Latvian SSR Council of Ministers, a model Baltic cadre of the Khrushchev era. Chosen as head of government in 1959 over Eduards Berklavs during the purge of Latvian national communists, he later moved fully to Moscow and spent his final years at the USSR Academy of Sciences.

Trace Element Research and Agrochemistry
Peive's scientific life falls into three periods. In the first (1929–1944), at the All-Union Flax Institute in Torzhok, he studied the scientific basis for differentiated fertilizer systems in flax cultivation. He developed rapid, accurate methods for agrochemical analysis of soils and plants, and designed portable field instruments for measuring potassium, aluminum, and mobile humic substances, devices mass-produced across the USSR from 1934.
His second period (1944–1962) unfolded in Latvia. Beginning in 1947, working with N.N. Ivanova and I.P. Aizupiete, he conducted detailed surveys of cobalt and copper content in Latvian soils, producing the USSR's first trace-element soil cartograms, later expanded to manganese, boron, zinc, molybdenum, iodine, and magnesium. This work established supply gradations for the non-chernozem zone and demonstrated the high effectiveness of boron fertilizers for flax, copper for grains and vegetables, and molybdenum for legumes. In 1958 he developed a mobile field laboratory for trace-element testing. His major work Trace Elements in Agriculture of the Non-Chernozem Zone of the USSR (1954) became a standard reference.
The third period (1963–1976), in Moscow, marked a turn toward molecular biology. Heading the laboratory of trace-element biochemistry he founded at the Timiryazev Institute of Plant Physiology, Peive investigated the molecular mechanisms of metalloproteins and enzymes involved in symbiotic nitrogen fixation in legumes. His final research sought to understand symbiotic nitrogen fixation as an integrated physiological process spanning levels from the molecule to the whole organism. From agrochemistry to molecular biology, from field practice to fundamental science, his trajectory was both exemplary and exceptional for Soviet agricultural science.
