'Yefim the Great,' who commanded the entire Soviet nuclear arsenal for 29 years

Whenever there was an accident, Slavsky was the first into the danger zone. Doctors later estimated his cumulative exposure at roughly 1,500 roentgen — three times the lethal dose. Colleagues called him 'Yefim the Great.'

A Donbass miner's son who fought in the Civil War before becoming an engineer, Slavsky ran aluminum plants until he was drafted into the atomic bomb project in 1946. As director of the Chelyabinsk-40 combine, he produced the plutonium for the first Soviet nuclear test in 1949, then helped mastermind the hydrogen bomb and Tsar Bomba, earning Hero of Socialist Labor three times. For 29 years (1957–1986) he commanded the entire Soviet nuclear weapons and atomic energy empire as Minister of Medium Machine-Building, constructing the closed atomic cities and nearly every nuclear power plant in the USSR. A giant who survived an estimated 1,500 roentgen across three lethal doses, he was called 'Yefim the Great.'

From Aluminum to Plutonium: The Road to the Atomic Bomb

Until the end of World War II, Slavsky was a nonferrous-metals factory manager. He ran the Dnieper Aluminum Plant in Zaporozhye and the Ural Aluminum Plant in Kamensk-Uralsky, becoming Deputy People's Commissar for Nonferrous Metallurgy in 1945. In 1946 he was abruptly appointed deputy head of the First Main Directorate (PGU), the secret nuclear-weapons organ overseen by Lavrenty Beria, and thrown into the atomic bomb project. In 1947 Slavsky was sent to the top-secret Combine No. 817 under construction at Chelyabinsk-40 (now Ozyorsk) in the southern Urals, serving as its director and chief engineer. The site housed the USSR's first industrial-scale reactor and plutonium separation facilities. On 29 August 1949 the first Soviet atomic bomb, RDS-1, fueled by plutonium from Combine No. 817, was successfully detonated at Semipalatinsk. For this achievement Slavsky received his first Hero of Socialist Labor, alongside Vasily Vannikov, Igor Kurchatov, and Yulii Khariton, and a Stalin Prize. The experience transformed him from a production manager of aluminum into a central figure of nuclear weapons development and laid the political and technical foundation for his command of the entire Soviet nuclear industry for nearly thirty years.

The Kyshtym Disaster and Radiological Cleanup (1957)

On September 29, 1957, a cooling failure caused a radioactive waste storage tank to explode at the Mayak complex (Combine No. 817), the very facility where Slavsky had overseen plutonium production. An estimated 2 million to 20 million curies of radiation were released into the atmosphere, creating the 'East Ural Radioactive Trace,' a contaminated corridor 300 km long and up to 50 km wide. It remained the world's largest nuclear accident until Chernobyl.

Slavsky immediately took charge of the liquidation. He ordered the emergency evacuation of over 10,000 residents from contaminated settlements such as Ochersk and Chernyabsk, and personally directed the excavation and burial of highly radioactive topsoil. By spring 1958, extensive civil engineering works were underway to isolate Lake Karachay and the Techa River system, the most heavily contaminated water bodies. The burial-enclosure techniques and exclusion-zone protocols developed under Slavsky's command at Kyshtym were applied directly at Chernobyl three decades later.

As was his habit, Slavsky moved through high-radiation zones wearing only standard protective clothing. Doctors later estimated his cumulative lifetime exposure at roughly 1,500 roentgen, three times the lethal dose. The decision to conceal the accident from the public was a political one taken by Khrushchev and the Central Committee; Slavsky's role was that of the field commander focused solely on containment and remediation. The Kyshtym liquidation became the foundational precedent for the Soviet nuclear industry's emergency-response framework.
