Under his leadership, the Voronezh plant produced the USSR's first integrated circuit, followed by a stream of electronic systems for rockets, spacecraft, and strategic nuclear command-and-control.

A central figure in Soviet electronics, Kolesnikov oversaw the development and mass production of the USSR's first integrated circuit at the Voronezh Semiconductor Devices Plant in the 1960s, and as First Deputy Minister of the Electronics Industry from 1971 to 1985 he expanded the microelectronics base for missile, space, and strategic nuclear systems. Promoted to Minister in 1985 as perestroika began, he supervised the entire Soviet computer and semiconductor sector until the ministry was abolished alongside the USSR itself, having been unable to close the technology gap with the West.

The Voronezh 'Elektronika' Years (1958–1971)

During Kolesnikov's tenure as chief technologist (1960), director (1966), and then general director of the Elektronika Production Association (1969), the Voronezh Semiconductor Devices Plant (VZPP) became a central hub of Soviet microelectronics. Under his direct leadership, the plant developed and mass-produced the USSR's first integrated circuit, followed by complex ICs for rockets, spacecraft, aircraft, and the automated command-and-control systems (ASU) of the strategic nuclear forces. VZPP emerged as the primary developer and manufacturer of military electronic equipment for every branch of the Soviet armed forces.

In parallel with military production, Kolesnikov pioneered the mass manufacture of fourth-generation consumer electronics, the first such effort in the USSR. The VZPP and the Elektronika association produced VCRs, audio tape recorders, and personal computers, turning Voronezh into the country's leading center for civilian electronic goods. This dual-use model (developing strategic-weapon ICs and consumer electronics at the same production base) was unusual within the Soviet military-industrial system of the time.

Kolesnikov also contributed to the scientific foundations of microelectronics. He formulated principles for modular organization of IC production based on automated design systems and process control, work that later underpinned his election as a Corresponding Member of the USSR Academy of Sciences (1984). Beyond industry, he directed the construction of Voronezh's North-Eastern district: over 300,000 square meters of housing, kindergartens, the Elektronika hospital, a Palace of Culture, a sports complex, a sanatorium, and recreational facilities, building out the city's industrial and social infrastructure on a major scale.
