Longest-serving Soviet minister, shaped higher education for 31 years
No Soviet minister held a single post longer than Yelyutin: from 1954 to 1985, the Ministry of Higher Education never changed hands.
A metallurgist from a railway worker's family, Yelyutin pioneered ferroalloy technologies and won the Stalin Prize (1952) before becoming director of the Moscow Institute of Steel in 1945, transforming it into a research powerhouse. Appointed Minister of Higher Education in 1954, he presided over the entire Soviet university and technical-college system for 31 years under Khrushchev and Brezhnev, doubling institutions and student numbers while building the scientific workforce behind the space programme and military industry. A corresponding member of the Academy of Sciences (1962) and Central Committee member (1961–1986), he embodied the Soviet technocrat linking research, administration, and party power until retiring in 1985 as Gorbachev took over.

Scientific Work as a Metallurgist
Before his 31-year ministerial career, Yelyutin was already a metallurgist of the first rank. After graduating from the Moscow Institute of Steel in 1930, he continued in postgraduate research and pioneered work in electric steelmaking and ferroalloy technology. He was awarded the title of professor along with his doctorate in 1947.
His landmark work was the 1951 textbook Production of Ferroalloys (Производство ферросплавов), co-authored with three colleagues. Systematizing the technology of smelting the alloying elements that determine steel's properties, the book became the standard text in Soviet metallurgical education and won the Stalin Prize, second degree, the following year. An expanded edition appeared in 1957.
In 1969 he was listed as co-author, together with seven colleagues, of Scientific Discovery No. 143 in the State Register of Discoveries of the USSR: 'The Phenomenon of Accelerated Evaporation of Carbon from Metal-Carbide and Carbide-Carbon Eutectics', an important contribution to understanding the behaviour of ultra-high-temperature materials. In 1972 he and Yuri Pavlov co-authored the two-volume High-Temperature Materials (Высокотемпературные материалы), and in 1976 he published Interaction of Metal Oxides with Carbon.
His research continued throughout his administrative career. His election as a Corresponding Member of the Academy of Sciences in 1962 was not a merely political appointment but a recognition of his standing as a working metallurgist. His son Aleksandr Yelyutin (1937–2012) became a full member of the Russian Academy of Sciences and headed the Department of High-Temperature Materials, Processes, and Diamonds at MISiS.
