Coalition Government (Russian Provisional Government, 1917)

After the February Revolution of 1917, the Russian Provisional Government was initially dominated by liberal parties (Kadets and Octobrists), but the April Crisis, triggered by Milyukov's note pledging to continue the war, forced the resignation of Milyukov and Guchkov and led to the entry of socialist ministers from the Petrograd Soviet, forming the first coalition government. A second coalition followed the July Days under Kerensky as prime minister, and a third after the Kornilov affair; each coalition was an attempt to broaden the government's popular legitimacy by making moderate socialists co-responsible for prosecuting the war, but the continued war and delayed land reform eroded trust in both the liberal and socialist camps alike.
