Graphite vs Heavy Water Dispute

A scientific and political dispute between Igor Kurchatov and Abram Alikhanov in the early Soviet atomic bomb project over whether the first experimental reactor should use graphite or heavy water as its neutron moderator. Kurchatov, following the US Manhattan Project precedent, argued that the graphite route would be faster and cheaper, while Alikhanov insisted on heavy water for its lower neutron absorption. When the debate deadlocked, Kurchatov declared at a meeting in early 1946 that unless the graphite design was adopted, he would resign as project director. The state leadership backed Kurchatov, and the Soviet Union's first reactor, F-1, became a graphite-moderated pile.

Background

The Soviet atomic bomb project took shape in April 1943 with the founding of Laboratory No. 2 under Igor Kurchatov. To produce weapons-grade plutonium, a 'nuclear boiler' (then-current term) sustaining a chain reaction was needed, and the choice of moderator was the first major technical decision.

The Two Positions

  • Kurchatov (graphite camp): The US Manhattan Project's Chicago Pile CP-1 and Hanford production reactors used graphite moderation, proving the graphite route was feasible and fast. Graphite was relatively available inside the USSR, whereas a heavy-water production base simply did not exist.
  • Alikhanov (heavy-water camp): Heavy water, with its extremely low neutron-absorption cross-section, was physically the superior moderator and could achieve criticality with a smaller core. Pre-war Soviet physics had generally assumed that impurities in graphite would absorb too many neutrons, making heavy water the preferred path.

The Decisive Moment

The dispute climaxed between late 1945 and early 1946. According to the memoirs of Yefim Slavsky, who later headed the Ministry of Medium Machine Building, Kurchatov declared at a meeting: either Laboratory No. 2 develops the uranium-graphite boiler, or he would resign as project director. The state leadership backed Kurchatov.

Outcome

On 25 December 1946, Kurchatov's uranium-graphite reactor F-1 (First Physics reactor) went critical in Moscow, becoming the first nuclear reactor in Europe. Alikhanov moved to Laboratory No. 3 (later ITEP) and brought the USSR's first heavy-water research reactor online in April 1949; it later contributed tritium for the hydrogen bomb. Both paths ultimately served the Soviet nuclear weapons program, but the fact that the first reactor and the first industrial production piles were graphite-moderated shows that Kurchatov's victory in this dispute set the trajectory of Soviet nuclear power.
