NKVD Order No. 00447, signed by Nikolai Yezhov on July 30, 1937, and approved by the Politburo, was the secret operational order that institutionalized the mass operations of the Great Purge by classifying 'former kulaks, criminals, and other anti-Soviet elements' into Category I (execution) and Category II (imprisonment), with numerical quotas assigned by region. NKVD troikas at the republican, krai, and oblast levels conducted summary sentencing; by the operation's end in November 1938, approximately 387,000 people had been executed and hundreds of thousands more sent to the Gulag. The order was the central mechanism through which Stalinist state violence was converted into mass killing through administrative quotas and procedures.
