Army political officer turned party official who chaired the Leningrad oblast executive and the State Bank before being shot
Born in 1896 into a small trader's family in Pskov Governorate, he worked in Petersburg and was called up in 1915, serving as a driver and spreading revolutionary propaganda. He joined the RSDLP(b) in November 1917 and was a Red Army commissar and political officer through the 1920s. From 1929 he worked in the Central Committee apparatus, and was second secretary of the Far Eastern regional committee in 1932–1933. He chaired the Leningrad oblast executive committee from February 1936 to September 1937, and on 13 September 1937 became chairman of the Board of the State Bank of the USSR, the first to sit in the Council of People's Commissars with the rank of commissar. Arrested in July 1938, he was shot in February 1939 for 'participation in a counter-revolutionary terrorist organisation' and rehabilitated in 1956.
