Latvian Bolshevik who sat on an NKVD troika as first secretary of the Tatar regional committee and was executed
Born in Riga in 1896, the son of a cab driver and a Latvian by nationality, he joined the RSDLP (Bolsheviks) in 1914. In 1917 he was secretary of the Yekaterinburg party committee; in the Civil War he rose from head of the political department of the 30th Rifle Division to head of the political department of the 3rd Army on the Eastern Front. From January to May 1920 he was both business manager of the Central Committee and head of its Registration and Assignment Department; he then served as secretary of the Turkestan Bureau, responsible secretary of the Kursk and Vyatka provincial committees and second secretary of the Communist Party of Uzbekistan. As first secretary of the Tatar regional committee in 1933–1937 he sat on an NKVD special troika and took an active part in the repressions. Arrested in October 1937, he was shot in Kazan in May 1938 and rehabilitated in 1955.
