Heavy-industry planner who headed the State Bank and was shot
Born in 1899 into a Jewish family in Oryol, he joined the RKP(b) in 1918 and served as a commissar in the Red Army in 1920–1925. After leaving the army he studied at the Institute of Red Professors and headed its preparatory department, and from November 1930 he worked in the planning-economic directorate of the Supreme Council of the National Economy. He was a member of the Central Control Commission of the VKP(b) in 1930–1934 and head of the central planning sector of the People's Commissariat of Heavy Industry in 1934–1936. In July 1936 he became chairman of the Board of the State Bank of the USSR and Deputy People's Commissar of Finance, but he was arrested in September 1937, sentenced to death in 1938 for membership in a counter-revolutionary terrorist organisation and shot. He was rehabilitated in 1955.
