Father of Soviet cybernetics whose OGAS network envisioned real-time socialist planning decades before the internet

When Kosygin asked what OGAS would cost, Glushkov answered: 20 billion rubles over three five-year plans. The market reformers countered that their reform would cost 'nothing but the paper to print the decree' and promised better results. Kosygin chose reform — and the USSR lost its last chance to computerize the planned economy.

OGAS: The Soviet Internet That Never Was

In 1962 Glushkov proposed OGAS (National Automated System for Computation and Information Processing), a three-tier network with a central computer center in Moscow, up to 200 mid-level centers in major cities, and 20,000 local terminals connected in real time via the existing telephone infrastructure. Its ultimate ambition was to move the Soviet Union toward a moneyless economy. Glushkov warned that if paper-driven planning continued unchanged, the planning bureaucracy would grow nearly fortyfold by 1980. In October 1970 he appealed to the Politburo for full implementation, arguing: 'If we do not do this now, the Soviet economy will encounter such difficulties in the second half of the 1970s that we will have to return to this question regardless.' But Finance Minister Vasily Garbuzov opposed it, Party officials feared loss of control, and funding was denied. The US government, ironically, regarded OGAS as a strategic threat due to the 'tremendous increments in economic productivity' it could deliver. The 1971 Party Congress authorized only local information management systems, not the nationwide network.

The MIR Series: The USSR's First Personal Computers

In 1965, under Glushkov's direction, the Kiev Institute of Cybernetics developed the MIR (Machine for Engineering Calculations), one of the world's first single-user electronic computers. The improved MIR-1 followed in 1966 and is recognized as the USSR's first personal computer. Its architecture was strikingly advanced for its time: 120-bit microprogrammed control, hardware that directly executed operations approaching high-level language semantics, and the input language ALMIR-65, which let users write algorithms using standard mathematical notation: integral signs, summation symbols, and all. Designed as a compact desk-sized unit that could sit in a research lab or design bureau, it even handled analytic differentiation and integration. In 1968 Glushkov's team received the USSR State Prize for this work. The follow-up MIR-2 (1969) added a vector graphics display with a light pen and the extended Analitik language; France proposed a joint European development deal, but the USSR refused. The MIR-3 (1974) delivered a twentyfold performance increase. These machines anticipated the Western personal computing revolution by over a decade. Yet, like OGAS, they never received the production scale and institutional backing they deserved.
