baskets (the three CSCE baskets)

CSCE 헬싱키 최종의정서 협상에서 의제를 나눈 세 분야를 가리키는 비공식 명칭이다. 제1 바스켓은 정치·군사 안보, 제2 바스켓은 경제·과학·환경 협력, 제3 바스켓은 인도적 문제와 인적 접촉을 다루었다.

상세

이 구조의 윤곽은 1972년 11월부터 1973년 6월까지 핀란드 디폴리에서 열린 다자간 준비협의와 그 결과인 ‘블루 북’에서 마련되었다. 1973년 9월부터 1975년 7월까지 제네바에서 진행된 실질 협상은 이 세 바스켓을 중심으로 이루어졌으며, 최종의정서에는 이행 후속 조치를 다루는 별도 절차 영역도 포함되었다. 세 바스켓은 동서 간 안보, 협력, 인적 교류를 하나의 정치적 합의 틀 안에서 함께 다루기 위한 협상 설계였다.
