Chernobyl Forum

2003년 IAEA가 설립한 UN 주도의 국제 전문가 기구로, WHO, UNDP, FAO, UNEP 등 8개 UN 기구와 벨라루스, 러시아, 우크라이나 정부가 참여했다. 2005년 9월 발표한 「체르노빌의 유산」 보고서에서 체르노빌 참사로 인한 최종 사망자를 약 4천 명으로 추산했으며, 이는 가장 널리 인용되는 공식 수치가 되었다. 이 추산치는 이후 피해를 과소평가했다는 비판과 함께 체르노빌 사망자 수를 둘러싼 역사학적 논쟁의 중심에 섰다.
