Genetic-Teleological Planning

1926~1928년 소련 고스플란에서 전개된 계획 방법론 논쟁. 유전적 접근(바자로프, 그로만, 콘드라티예프)은 기존 경제 추세의 객관적 분석에서 출발해야 한다고 주장했고, 목적론적 접근(스트루밀린, 쿠이비셰프, 크르지자놉스키)은 계획이 미래의 구조적 전환과 생산 가능성을 적극적으로 규정해야 한다고 맞섰다. 스탈린이 1928년 목적론적 접근을 채택하며 논쟁은 종결되었고, 소련 지령형 계획경제의 방법론적 기초가 되었다.

Proponents of the genetic approach (Vladimir Bazarov, Vladimir Groman, Nikolai Kondratiev) believed that the plan should be based on objective regularities of economic development; proponents of the teleological approach (Gleb Krzhizhanovsky, Valerian Kuybyshev, Stanislav Strumilin) believed that the plan should transform the economy and proceed from future structural changes.
