A formal intra-party procedure in which party organizations debate and vote on major lines and platforms before a Party Congress. Before the Fifteenth Congress in 1927, it took place under restrictions on opposition publication, speech, and access to meetings, making the vote totals difficult to interpret as a straightforward measure of party opinion.

In the early practice of the Soviet Communist Party, the pre-Congress discussion referred to sending contested questions through party organizations so members could examine platforms and state their views. The ban on factions after the Tenth Congress in 1921, together with tighter control over publication and meetings, narrowed the procedure's practical conditions. In the discussion before the Fifteenth Congress in 1927, the Trotskyist-Zinovievist opposition platform received 0.5 percent of all party members in the official count, but that figure must be interpreted alongside the discussion's restricted access and competitive conditions.
