All-People's State

전인민국가

A form of socialist state that expresses the interests and will of the entire people, emerging after the dictatorship of the proletariat has fulfilled its historical tasks. Formulated in the 1961 CPSU Third Program and codified in the 1977 Soviet Constitution. It was presented as the successor to proletarian dictatorship at the stage of developed socialism, when class antagonisms had disappeared and the 'Soviet people' had formed as a new historical community; theoretically, it constituted a transitional stage toward the withering away of the state.
