A Red Army disciplinary order signed by Stalin as People's Commissar of Defence on 28 July 1942, known by its slogan 'Not a Step Back! (Ни шагу назад!)'. It forbade retreat without orders and mandated that each front create penal battalions (shtrafbat) and each army form penal companies and blocking detachments tasked with shooting panic-mongers and cowards on the spot. Issued amid the catastrophic collapse of the southern front in the summer of 1942, the order sought to restore discipline through terror and punishment; the blocking detachments were officially disbanded in October 1944.

Background

Order No. 227 was issued in the summer of 1942, when the strategic situation had sharply worsened. After the defeat in the Kharkov operation of 1942 and unsuccessful fighting near Voronezh, on the Don and in the Donbas, Red Army troops retreated with heavy losses as far as the Volga and the Northern Caucasus. The Germans seized densely populated and industrially and agriculturally most developed regions of the USSR. The order itself recorded that 70 million Soviet citizens and vast strategic resources had been left in occupied territory, that the USSR had lost its superiority over Nazi Germany in manpower reserves and grain stocks, and that further retreat threatened the state with destruction. An earlier document with a comparable purpose was Order No. 270 of 16 August 1941.[P6][P3][P2]

Drafting

The draft text was prepared by Chief of the General Staff Aleksandr Vasilevsky, but by his own account almost nothing of the original wording survived: Stalin took the draft and rewrote it fundamentally, and the passage saying that the population "curses" the Red Army for retreating was his own contribution.[P7][P19]

Content

The order forbade the withdrawal of troops without an order and required each front to form one to three separate penal battalions and each army five to ten separate penal companies. Penal battalions were to number 800 men each and penal companies 150 to 200 men each; commanders, political commissars and soldiers guilty of a breach of discipline through cowardice or instability were to be placed in the most difficult sectors "to redeem with blood their crimes against the Motherland". Each army was also to form three to five blocking detachments (up to 200 men each) placed directly behind unstable divisions, tasked with shooting in place panic-mongers and cowards in the event of panic and disorganised withdrawal. Commanders of any rank who permitted unauthorised retreat were to be removed from their posts and court-martialled, and the order was to be read in all companies, cavalry squadrons, batteries, units and headquarters.[P4][P11][P52][P55][P56][P60]

The common belief that Order No. 227 created the blocking detachments is incorrect. Army-level blocking detachments already existed from September 1941, and NKVD detachments from the start of the war; the order increased their number and regulated their size, and by establishing detachments subordinate to the armies themselves it allowed army commands to deploy their own without having to appeal to the NKVD each time.[P4][P8]

Its mode of transmission was also distinctive. At Stalin's insistence the order was never printed for general distribution; its contents were conveyed by word of mouth to every man and woman in the army, and political officers were instructed that "there must not be a single person in the armed forces who is not familiar with Comrade Stalin's order".[P2][P85]

Reception and implementation

Reactions to the order were polarised even in Stalin's time. A report by the Special Departments of the NKVD on personnel responses to Order No. 227 records a series of negative and pessimistic remarks. In conversation, Third Rank military doctor Olshanetsky called the order the last cry of despair, when the Red Army was no longer able to hold out against the Germans, adding: "Nothing will come of this measure anyway." After the order was announced, medical instructor Demchenko said: "All this will not help. Either our own will kill everyone, or everyone will surrender as prisoners, but ours will not win." Army General Sergei Shtemenko, by contrast, judged that the order had an extremely beneficial effect on the fighting capacity of the troops.[P18]

Implementation was uneven. Commanders were reluctant to release troops for blocking detachments, viewing it as a waste of manpower, and the new units were filled with individuals who could not fight, whose duties came to include chores as well as guard work. In October 1942, the idea of regular blocking detachments at the front, as distinct from the autonomous NKVD forces, was quietly dropped.[P13][P37][P66][P97]

Consequences and disbandment

Subsequent events showed that the measures carried out under the order could not fully stop the retreat of Soviet troops, but did overcome the panicky character of the withdrawals. Intended to raise the morale of a demoralised Red Army, the order also had a largely harmful influence in many respects, and its implementation was in places evaded by commanders; fearing reprisals, commanders at all levels sometimes delayed withdrawal, which only led to additional losses.[P13][P23]

The total number of Red Army personnel sentenced by courts-martial during the war was 994,300; 436,600 were sent to places of confinement after sentencing, and 427,910 passed through penal units (companies and battalions) between September 1942 and May 1945. Not included in the statistics are 212,400 deserters who fled their positions and were not found or were sent by blocking detachments straight back to their units. On another count, 422,700 Red Army personnel were sentenced to penal battalions from 1942 to 1945, and in the first three months blocking detachments shot 1,000 penal troops and sent 24,000 to penal battalions. Merridale estimates that about 158,000 men were formally sentenced to be executed during the war, noting that the figure does not include the thousands shot at the roadside without a tribunal, nor the as many as 13,500 thought to have been shot at Stalingrad in the space of a few weeks.[P14][P37][P65][P93]

On 29 October 1944, citing the changed situation at the front, Stalin's order No. 349 disbanded the blocking detachments, and their personnel were absorbed into rifle units.[P15][P38][P34]

Publication

The full text was not published until 1988, more than forty years after the war; before that it appeared only in censored form, the first such publication being in 1958. The complete text appeared in issue 8 of the Military-Historical Journal in August 1988.[P2][P17]

적은 전선에 새로운 병력을 계속 투입하고, 자신에게 큰 손실이 따르더라도 아랑곳하지 않고 앞으로 기어오르듯 진격하며, 소련 내부로 파고들어 새로운 지역을 점령하고, 우리 도시와 마을을 황폐화하고 파괴하며, 소련 주민을 강간하고 약탈하고 살해한다. 전투는 보로네시 지역, 돈 강, 남쪽의 북카프카스 관문에서 벌어지고 있다. 독일 점령군은 스탈린그라드, 볼가 강으로 돌진하고 있으며, 석유와 곡물이 풍부한 쿠반과 북카프카스를 어떤 대가를 치르더라도 점령하려 한다. 적은 이미 보로실로프그라드, 스타로벨스크, 로소시, 쿠퍈스크, 발루이키, 노보체르카스크, 로스토프나도누, 보로네시 절반을 점령했다. 남부 방면군의 일부 부대는 공황에 휩쓸린 자들을 따라가면서 모스크바의 명령도 없이, 제대로 된 저항도 없이 로스토프와 노보체르카스크를 버리고 자신의 군기를 치욕으로 덮었다.

전선의 일부 어리석은 사람들은 우리에게 영토가 많고, 땅이 많고, 인구가 많으며, 곡물은 언제나 풍족할 것이기 때문에 우리가 앞으로도 동쪽으로 계속 후퇴할 수 있다는 이야기로 스스로를 위로한다.

그러므로 우리가 끝없이 후퇴할 수 있다거나, 우리에게 영토가 많고, 우리나라가 크고 부유하며, 인구가 많고, 곡물은 언제나 풍족할 것이라는 이야기는 뿌리째 근절해야 한다. 그러한 이야기는 거짓이고 해로우며, 우리를 약화시키고 적을 강화한다. 왜냐하면 만약 우리가 후퇴를 멈추지 않으면 우리는 곡물도, 연료도, 금속도, 원자재도, 공장도, 플랜트도, 철도도 없이 남게 될 것이기 때문이다.

이에 따라 이제 후퇴를 그만둘 때가 되었다.

한 걸음도 물러서지 마라! 이것이 이제 우리의 주요 구호가 되어야 한다.

마지막 피 한 방울까지 완강하게 모든 진지와 소비에트 영토의 모든 1미터를 방어하고, 소비에트 땅의 한 조각 한 조각에 매달려 마지막 가능성까지 지켜내야 한다.

우리 조국은 어려운 시절을 겪고 있다. 우리는 어떤 희생을 치르더라도 적을 저지하고, 이어서 밀어내고 섬멸해야 한다. 독일군은 공황분자들에게 보이는 것만큼 강하지 않다. 그들은 마지막 힘을 쥐어짜고 있다. 지금, 향후 몇 달 안에 그들의 타격을 견뎌 내는 것은 곧 우리의 승리를 보장한다.

자기 부대와 편제가 임의로 전투 진지를 이탈하는 지휘관, 정치위원, 정치일꾼을 더 이상 용납할 수 없다. 몇몇 공황분자가 전장 판세를 좌우하고, 다른 병사들을 퇴각으로 몰아넣고, 적에게 전선을 열어 주도록 지휘관, 정치위원, 정치일꾼이 허용하는 것을 더 이상 용납할 수 없다.

공황분자와 비겁자는 그 자리에서 척결해야 한다.

이제부터 모든 지휘관, 붉은 군대 병사, 정치일꾼에게는 ‘상급 지휘부의 명령 없이는 한 걸음도 물러서지 말 것’이라는 요구가 규율의 철칙이 되어야 한다.

상급의 명령 없이 전투 진지에서 물러나는 중대, 대대, 연대, 사단 지휘관과 해당 정치위원, 정치일꾼은 조국의 배신자이다. 그러한 지휘관과 정치일꾼은 조국의 배신자로 다스려야 한다.

이것이 우리 조국의 부름이다.

이 부름을 수행하는 것은 우리 땅을 지키고, 조국을 구하며, 증오스러운 적을 섬멸하고 승리하는 길이다.

이 문제에서 우리도, 과거에 우리 선조들이 적에게 배우고 나서 그들을 이겼던 것처럼, 우리의 적에게 배워야 하지 않겠는가?

나는 그래야 한다고 생각한다.

붉은 군대 최고사령부는 명령한다:

1. 방면군 군사평의회, 그리고 무엇보다도 방면군 사령관들에게:

a) 군대 내의 퇴각 분위기를 무조건 일소하고, 우리가 더 동쪽으로 계속 후퇴할 수 있고 또 후퇴해야 하며, 그러한 후퇴가 해가 되지 않는다는 이른바 선전을 철권으로 분쇄한다.

b) 방면군 사령부의 명령 없이 부대가 점령하고 있던 진지에서 무단 철수하는 것을 허용한 집단군 사령관들을 무조건 해임하고, 군사재판에 회부하기 위해 최고사령부로 보낸다.

c) 방면군 내에 정세에 따라 1개 내지 3개의 형벌대대(각 800명)를 편성하고, 모든 병과의 중급 및 상급 지휘관과 그에 상응하는 정치일꾼들 가운데 비겁 또는 동요로 규율을 위반한 자들을 그 대대로 보내며, 그들이 조국에 대한 범죄를 피로 속죄할 기회를 얻도록 그들을 방면군의 더 어려운 구역에 배치한다.

2. 집단군 군사평의회와 무엇보다도 집단군 사령관들에게:

a) 집단군 사령부의 명령 없이 부대가 점령하고 있던 진지에서 무단 철수하는 것을 허용한 군단·사단 지휘관과 정치위원들을 무조건 해임하고, 군사재판에 회부하기 위해 방면군 군사평의회로 보낸다.

b) 집단군 내에 3~5개의 잘 무장한 저지부대(각 200명 이하)를 편성하고, 동요하는 사단들의 바로 후방에 배치한다. 이 부대는 사단 부대들이 공황에 빠지거나 무질서하게 철수할 경우 공황을 일으킨 자와 겁쟁이를 그 자리에서 사살하고, 그로써 사단의 정직한 전사들이 조국에 대한 의무를 완수하도록 돕는다.

c) 집단군 내에 정세에 따라 5개에서 10개까지의 형벌중대(각 150~200명)를 편성하고, 비겁 또는 동요로 규율을 위반한 일반 병사와 하급 지휘관들을 그 중대로 보내며, 그들이 조국에 대한 범죄를 피로 속죄할 기회를 얻도록 그들을 집단군의 어려운 구역에 배치한다.

3. 군단·사단 지휘관과 정치위원들에게:

a) 군단장이나 사단장의 명령 없이 부대가 무단 철수하는 것을 허용한 연대·대대 지휘관과 정치위원들을 무조건 해임하고, 그들의 훈장과 메달을 회수하며, 군사재판에 회부하기 위해 방면군 군사평의회로 보낸다.

b) 부대 내 질서와 규율을 강화하는 일에서 집단군 저지부대에 온갖 도움과 지원을 제공한다.

본 명령은 모든 중대, 기병중대, 포대, 비행대대, 분견대, 참모부에서 낭독한다.
