Party official who led Altai Krai and became USSR Minister of Agriculture under Khrushchev

Born in 1910 into a poor peasant family in Yekaterinovka, Perm Governorate, he worked as a village teacher and graduated from the Molotov (Perm) Agricultural Institute in 1935 as a livestock specialist. He joined the party in 1939 and earned a candidate degree in agricultural sciences in 1944. After serving as second secretary of the Molotov regional party committee and chairman of the regional executive committee, he became chairman of the Altai Krai executive committee in 1949 and first secretary of the Altai Krai party committee in July 1955. He was USSR Minister of Agriculture in 1962–1963, an inspector of the Central Committee in 1963–1964 and first deputy chairman of the RSFSR Council of Ministers in 1964–1971, and a member of the Central Committee from 1956 to 1971.
