Succeeded Mikhail Yangel as chief designer of KB Yuzhnoye (1971–1990), carrying forward Yangel's storable-propellant rocket lineage. Under his leadership Yuzhnoye fielded the R-36M (NATO: SS-18 'Satan'), the most powerful ICBM ever deployed, along with the railway-mobile RT-23 Molodets solid-fuel missile and the Zenit medium-lift launch vehicle. Twice Hero of Socialist Labor, Lenin Prize and State Prize laureate, full member of both the USSR and Ukrainian academies of science, and a CPSU Central Committee member (1976–1990). His designs formed the backbone of the late-Cold War Strategic Rocket Forces and underpinned the US-Soviet nuclear balance.

R-36M / SS-18 'Satan' — The Most Powerful ICBM in History
The R-36M (NATO: SS-18 'Satan'), the signature achievement of the Yuzhnoye design bureau under Utkin, was the most destructive ICBM ever fielded. Mikhail Yangel initiated basic design in 1969 and Utkin directed development from 1971 through operational deployment in 1975. The two-stage liquid-propellant missile weighed 210 tons at launch, had a range of over 11,000 km, and could carry either a single 18–20 megaton warhead (roughly 1,200 times the yield of the Hiroshima bomb) or up to ten MIRVed nuclear warheads.
The R-36M's most notable innovation was its cold-launch system. Whereas earlier missiles ignited their engines inside the silo and required complex flame-deflection structures, the R-36M used a powder pressure generator (PAD) to eject the missile up to 20 meters above the silo before its first-stage engine ignited in midair. This enabled smaller, cheaper silos and dramatically improved survivability against a nuclear strike. Encapsulated in a reinforced fiberglass container, the missile could remain fueled and on combat alert for years, ready to launch within 62 seconds of receiving the command.
Successive upgrades produced the R-36M UTTH (SS-18 Mod 4) and R-36M2 Voyevoda (Mod 5). After the Cold War, decommissioned missiles were converted into Dnepr space-launch vehicles for commercial satellite payloads. As of 2025 the Russian Strategic Rocket Forces are deploying the RS-28 Sarmat as a successor, but the SS-18 remains a legendary system that anchored Soviet and Russian nuclear deterrence for over four decades.
