Commercial Reasonableness
국가가 보증하거나 정책금융을 투입하는 해외 전략투자 사업의 타당성을 심사하는 행정적 기준. 2026년 한미전략투자특별법 시행령에 명문화된 정의에 따르면, 해당 투자 사업의 예상 존속기간 동안 한국에 배분되는 총 예상 수입이 투자 원리금 전액을 충당할 수 있는 경우 상업적 합리성이 확보된 것으로 본다. 이자율은 투자 시점의 20년 만기 미국 국채 금리에 한미 협의 가산금리를 더해 산정한다. 그러나 시행령은 '국가안보나 공급망 안정에 미치는 영향'을 별도 검토 사유로 규정하여, 수익성이 입증되지 않은 사업도 안보 논리를 통해 추진될 수 있는 통로를 열어두었다.
