신연방조약

New Union Treaty

신연방조약은 소련의 해체를 막고 연방을 개혁하기 위해 고르바초프가 추진한 조약 초안으로, 1922년 소련 수립 조약을 대체해 공화국들에게 실질적 주권을 부여하는 완화된 연방(훗날 연방)을 구상했다. 노보-오가료보 정부 별장에서 진행된 초안 작업(노보오가료보 과정)은 1991년 3월 국민투표에서 연방 존속이 76%의 찬성을 얻으면서 탄력을 받았고, RSFSR을 비롯한 공화국들의 서명식이 1991년 8월 20일로 예정되었다. 그러나 바로 전날 발생한 8월 쿠데타로 서명이 무산되었고, 쿠데타 실패 이후 공화국들의 독립 선언과 벨로베즈 협정으로 소련 자체가 해체되면서 조약은 결국 체결되지 못했다.
