파블로프 개혁

Pavlov Reform

1991년 1월 22일 소련 총리 발렌틴 파블로프가 단행한 소련 최후의 화폐개혁. 1961년 발행 50루블·100루블권을 사흘 안에 강제 교환하고 1인당 1,000루블 한도를 두어 과잉 현금을 흡수하려 했으나, 유통액 480억 루블 중 약 140억 루블만 회수되는 데 그쳤다. 개혁 발표 불과 8일 전 파블로프가 "화폐개혁은 없을 것"이라고 공언했던 터라 주민들의 패닉을 불러일으켰고, 4월 2일 가격 인상으로 이어지며 소련 정부에 대한 마지막 신뢰를 무너뜨린 충격 요법으로 평가된다.
