당 없는 소비에트

Soviets without Communists

1921년 3월 크론시타트 수병들이 봉기하며 내건 구호로, 볼셰비키 일당이 장악한 소비에트를 배제하고 좌파 사회주의 정당과 아나키스트까지 참여하는 자유선거로 새 소비에트를 구성하라는 정치적 요구였다. '소비에트 권력을 당이 아닌 소비에트로!'라는 취지 아래, 당 기관인 정치부의 폐지, 언론·집회의 자유, 농민의 토지 처분권, 식량 징발 중단 등 15개 조항의 페트로파블롭스크 결의로 구체화되었다. 봉기는 진압되었으나 이 구호가 집약한 전시 공산주의에 대한 민중의 불만은 볼셰비키 지도부가 네프로 전환하는 직접적 계기가 되었다.
