Grain Procurement Crisis of 1927–28

An economic crisis in the Soviet Union from late 1927 through 1928, when state grain procurements collapsed despite a good harvest, as peasants, especially kulaks, withheld grain in protest against low procurement prices and scarce consumer goods. Stalin responded with forced requisitions under Article 107 of the Criminal Code and the 'Ural-Siberian method,' and the crisis became the watershed that ended NEP and pushed the regime toward forced collectivization.
