NKVD 작전명령 제00447호는 1937년 7월 30일 예조프가 서명하고 정치국이 승인한 비밀 명령으로, '전직 쿨라크, 범죄자, 기타 반소비에트 요소'를 제1범주(처형)와 제2범주(수용)로 나누고 지역별 할당량을 배정해 대숙청의 대량 작전을 제도화했다. 공화국·주·지방 수준의 NKVD 트로이카가 속심으로 판결했으며, 1938년 11월까지 약 38만 7천 명이 처형되고 수십만 명이 굴라그로 보내졌다. 이 명령은 사전 할당량과 행정 절차를 통해 국가폭력이 대량 살육으로 전환된 핵심 기제였다.
