Prodnalog

Prodnalog was a fixed food tax-in-kind introduced by a decree of the All-Russian Central Executive Committee on 21 March 1921, replacing the food-requisitioning system (prodrazvyorstka). As the first act of the New Economic Policy, it allowed peasants to freely dispose of surplus produce on the market after paying the tax, and the levy was set substantially lower than the previous requisition quotas, creating an incentive for agricultural recovery. It was abolished in 1923 with the introduction of a unified agricultural tax, but remains the policy that symbolized the transition from War Communism to a market-based recovery.
