소브나르호스
Sovnarkhoz
1957년 흐루쇼프의 산업관리 개혁으로 도입된 지역경제평의회. 중앙 부처 중심의 수직적 관리 체계를 폐지하고 전국을 105개 경제행정구역으로 나누어 지역 단위로 산업과 건설을 관리하게 한 제도다. 관료주의와 부처 간 칸막이를 해소하고 지역의 종합적 경제발전을 도모하려 했으나, 통일된 기술정책의 와해와 지역적 자급자족 경향으로 1965년 코시긴 개혁 때 폐지되고 중앙 부처 체제로 복귀했다.
